Math concepts are based in everyday experience. For example the number 2 is a concept derived from our exposure to pairs of objects. We could refer that as the concept of "twoness." Essentially it is an abstraction of a common quality of the observed object(s).
Examples of concrete objects that give the concept of 2 are:
a pair of shoes
a pair of socks
two eyes, arms, legs, etc.
Basing our learning on the manipulation of concrete objects to build concepts in our minds.

In the same way that a younger child may not be physically developed until a certain age, educational studies have shown that the same usually applies to his or her thinking skills and concept formation. (Piaget, et al.)
From those studies we can distinguish two levels of operational thought:
Concrete operational - thinking is mostly constructed from real objects.
Abstract operational - thinking can be constructed from other concepts and ideas.
